The Great Britain China Centre (GBCC) is recruiting a Senior Project Manager to strengthen the portfolio of bilateral dialogues and exchanges and build an effective network across Parliament and the wider political space.

The role will report to, and work closely with, the GBCC Executive Director, as well as interest groups in Parliament, Whitehall and beyond. The post holder will develop a wide range of relationships to ensure diverse participation in GBCC’s political dialogues, exchanges and China Capability training programmes.

GBCC is a non-departmental public body supported by the Foreign, Commonwealth and Development Office, with a mission to promote and facilitate dialogue and exchange between stakeholders in Britain and China. GBCC works in close partnership with HMG and other UK institutions including Parliament, political parties, the judiciary and the legal profession, academia and business.

GBCC’s Strategy for 2023-2025 supports the UK’s China policy by:

Specific duties and responsibilities will include but are not limited to:

This role will focus predominantly on Strategy Area 2, Providing Platforms for Bilateral Dialogues, as well as Strategy Area 1, Strengthening the UK’s China Capabilities.
• Develop and deliver an effective, innovative and insightful political engagement plan; Strengthen cooperation with key stakeholders and organisations in the UK such as parliamentary groups, MPs, devolved administrations, government departments, researchers, think tanks, etc; Build a broad network of UK political stakeholders, including Ministers, MPs, elected officials across the UK, and political researchers for participation in GBCC’s bilateral dialogues, exchanges and China Capability training opportunities; Work with colleagues in the GBCC China Capabilities team to organise China-focused trainings, briefings and events for target audiences; Facilitate bilateral track two dialogue events and various in-person, online and hybrid dialogues in the UK and China, including programme development, participant recruitment, evaluation and operations; Liaise with Chinese dialogue stakeholders and interlocutors on specific dialogues and events; Draft and commission briefings and updates ensuring high-quality, accurate and engaging materials and products; Deliver effective political advice and support senior GBCC staff in their engagement with political stakeholders;
• Contribute to the wider strategic work of the GBCC including writing reports and briefings.

Essential qualifications and skills:
• Experience working in or with Parliament, or in a similar role such as devolved administration and regional government; Sound understanding of the political relationship between the UK and China, and the wider geopolitical dimensions; The ability to effectively manage diverse relationships and establish a broad professional network; Excellent analytical, negotiation, and verbal and written communication skills; Proven cross-cultural teamwork capability; Willingness and ability to travel to China for work; Willingness to work flexibly and occasionally work beyond normal office hours when needed; Integrity and high ethical standards.

Desirable qualifications and skills:
• Experience working in China and/or with Chinese stakeholders; Mandarin Chinese language skills; Project management and budget management experience.

This is a one-year fixed term position which may be extended subject to funding. The salary will be set in accordance with relevant experience. The successful candidate will join GBCC’s pension scheme. Candidates must already have permission to work in the UK.
